The details on the CBA are leaking out and it looks like… more of the same. At least so far.
Being told that the new #CFLCBA will be a 3-year deal, assuming its passed. Salary cap will continue to go up 50k per year, as it does in the current deal. Minimum salary to increase to 65k in year 2 and 3 of CBA. @CFLonTSN @TSN_Sports

Then there’s this….
Various sources confirm the CDN ratio will NOT change in new CBA. #CFL

Hearing there’ll be no change to Cdn ratio in’19 but no one can seem to answer whether that also pertains to future years of agreement.

A $50,000 jump in the salary cap over three years and no increase in the $53,000 minimum followed by a jump to $65,000 is unlikely to be seen as a big win for the players unless there were major concessions elsewhere.
The ratio was a big deal for American players, who felt that lowering the number of Canadian starters would increase their market value.
Here’s some math to illustrate the point.
The net effect of the #CFL salary cap going up less than 1% and the minimum salaries going up 20% is that veteran players will have to take pay cuts next off season.

It'll be interesting to see Ed Hervey, John Hufnagel figure out how to make their QB salaries fit in a cap that hasn't moved and minimum salaries going up by 10k. Have fun! #CFL

Again, it’s early and we need to see the whole deal before passing judgment. But for those keeping score, the league has an early advantage.
UPDATE:
A little bit more info…
Here’s a positive development for the players: I’m being told the players will get revenue sharing on selected revenue streams, including #CFL 2.0.
There will also be some incentive to start a selected number of veteran 🇺🇸 which won’t come at the expense of 🇨🇦 in ratio— Farhan Lalji (@FarhanLaljiTSN) May 15, 2019
One thing that will change in next CBA. League will not be able to retain bonuses like they did the past few months. If no CBA in place the bonuses owed will be paid on time. Players had right to be annoyed. #CFL
