Carter was charged on Feb. 1 after security officers at the Saskatoon airport found marijuana in his bag following a search. Carter was a member of the Saskatchewan Roughriders at the time.
Carter has already received an absolute discharge after pleading guilty to possession of marijuana stemming from an incident at the Winnipeg airport last November.
Carter did not face supplementary discipline from the CFL and the Canadian government recently legalized marijuana possession.
