There’s a reason why the league limits the roster size. If Zver wasn’t good enough to make in onto their 46 then he should have the option to decline a PR spot and move to go somewhere else. I don’t think I can post links on this site, but this is from CJME’s site:

“I talked to my agent and he said the best opportunity would probably be to decline the practice roster spot and then see what other options were out there,” Zver said of his decision.
“B.C.'s got a great o-line,” he continued. “They got eight guys over there that are all fighting for a starting spot ... they only travel seven guys. It was going to be a tough lineup to crack.” ...
“I am happy to be home,” he smiled, before adding he's glad he doesn't have to find a spot in the booming Vancouver real estate market.
“I can live at home and sleep in my own bed.”

Wally could have kept him on the IR, but the penalty for doing that is that his salary would have counted against the cap, and obviously Wally didn’t want to do that. If you still questions you should be asking Wally why he did what he did.

No, there’s no chaos in Riderland. In fact there’s a fair bit of relief. Glenn is playing very well. Our OL is going a good job of protecting him, so he hasn’t taken a lot of big hits. We’ve had injures but recruited well in the offseason so we have the depth to cover the losses. And we’ve barely lost two games while making a tonne of mistakes, and while that’s not a good thing it is correctable. I’d rather be 2-0, but I can see that we’re going to be a solid team this year.
Hamilton, otoh, IS entering a time of chaos, which probably explains why you’re trying to deflect attention. Year two with Tillman as GM is where his inability to find talent starts to become very noticeable and panic starts to set in. What comes next is him trading away future draft picks and good neg. list players to try to plug holes in the roster. The next step, maybe next year, is when he trades away the staring QB to free up cap space to sign FAs to plug more holes. When all his tradable assets are gone and his roster is full of mediocre players and overpaid FAs, he gets fired, unless his off field issues get him fired first. I’d lay money on him getting fired in the off-season following next season. I don’t think he’s ever lasted more than three years as a GM.
